दिसम्बर, 2014 में मा0 मंत्रिमण्डल की बैठक में ‘‘मेरा गाॅव मेरा धन’’ योजना प्रारम्भ किये जाने का निर्णय लिया गया है। इस योजना का उद्देश्य है कि राज्य के ग्रामीण क्षेत्रों में परिसम्पत्ति सृजन हेतु निजी निवेश एवं सहभागिता को प्रोत्साहन प्रदान किया जाय। इस योजना के अन्तर्गत प्राथमिक व माध्यमिक विद्यालय, आई0टी0आई0, पालीटैक्निक, पंचायत भवन, आंगनवाड़ी केन्द्र, प्राथमिक स्वास्थ्य केन्द्र आदि के भवनों का निर्माण उनके रख-रखाव तथा प्रबन्धन की व्यवस्था निजी निवेश के माध्यम से करायी जाय। जो भी व्यक्ति इन परिसम्पत्तियों के सृजन व संचालन करेंगे उन्हें राज्य सरकार दीर्घ अवधि के करार पर किराये में लेगी। स्थानीय व्यक्तियों को अपने वित्तीय संसाधनों का उपयोग अपने क्षेत्र व राज्य में सम्पत्ति सृजन में करने तथा अपनी श्रम शक्ति का उपयोग उनके संचालन में करने का अवसर प्राप्त होगा। निवेशकर्ता को आकर्षण प्रतिफल तो प्राप्त होगा साथ ही अपने क्षेत्र व राज्य की परिसम्पत्तियों के सृजन में सहभागिता का अवसर भी प्राप्त होगा। नियोजन विभाग इस सम्बन्ध में एक माडल डाक्यूमेण्ट तैयार कर रहा है।

Uttarakhand Cabinet had resolved in December 2014 to begin " Mera Gaon Mera Dhan" scheme. This scheme has been initated with the objectives of encouraging private sector participation and investment for the creation of infrastructure in rural areas. It has been envisaged that buildings for primary and secondary schools, ITI, polytechnic, panchayat bhavan, aangabvadi centres, primary helath centres etc. shall be constructed and maintained by the private sector investment. Government shall use these facilties under long term PPP contract with the private sector. Local villagers & residents will get the opportunity to use their own financial resources in their own village/state. This would not only bring more attractive retrun on investement as compared to bank deposits  and also provide opportunity to contribute in the development process of the state. Department of Planning is creating model guidelines and bid documents for the scheme.

 

In this context we invite the valuable suggestions from the residents and diaspora of Uttarakhand which would help make the scheme a success. These suggestion shall be helpful in creating a better contract document for the progam.

Note : 

This is only for the purpose of collecting suggestions from citizen and ascertaining public interest in the scheme. The actual selection /tender process will be conducted only as per actual requirements of each department. A separate tender process maybe conducted at that point in time.

Uttarakhand PPP Policy - 2012 PDF Print E-mail

newlogoGovernment of Uttarakhand has issued Public Private Partnership ( PPP) Policy 2012 on October 15, 2012. With the advent of PPP Policy state has shown firm committment to PPP as a tool for infrastructure development. Uttarakhand PPP Cell has been assiting state government in formulation and final release of the PPP Policy.

 

Policy has been formally published by State Government Gazzette Sl. No. 180 ( क ) and issued under Department of Planning Section -2 vide GO No. 538/XXVI/2(15)/2011. We are reproducinng the contents of Policy for benefit of all the stakeholders of the state.

Mr. Subhash Kumar takes over as new Chief Secretary PDF Print E-mail

nsn-skMr. Subhash Kumar took over from Mr. N S Napalchyal, charge of Chief Secretary in Uttarakhand on September 13, 2010.

Mr. Subhash Kumar  is  1977 batch IAS officer and was serving as  FRDC  & Principal Secretary to Chief Minister before taking over as Chief Secretary. He hails from Himachal Pradesh, has spent much of his time in the Uttarakhand hills and is well-versed with the local situation

Mr. Alok Kr. Jain takes over as Chief Secretary PDF Print E-mail

Mr. Alok Kr. Jain  took over from  Mr. Subhash Kumar , charge of Chief Secretary in Uttarakhand on May 1, 2012.

Mr. Alok Kr. Jain is  1979 batch IAS officer and was serving as  IDC  & Principal Secretary Finance  before taking over as Chief Secretary. He was born in Dehradun and  had obtained Economics honours and MA in economic from the prestigious St. Stephens College, Delhi University.

Mr. N S Napalchyal takes over as new Chief Secretary PDF Print E-mail

nsnMr. N S Napalchyal has been appointed as Chief Secretary of Uttarakhand  on December 2 2009. He has succeeded Mr. I K Pandey as  7th Chief Secretary of the state.

Mr. Napalchyal is  1976 batch IAS officer and was serving as Additional Chief Secretary & FRDC before taking over as Chief Secretary.

Uttarakhand Infrastructure Project Development Fund (UIPDF) 2011 PDF Print E-mail

What it is :

Department of Planning, Government of Uttarakhand has established Uttarakhand Infrastructure Project Development Fund (UIPDF) with Rupees Five Crore revolving corpus.

UIPDF will be available to the Sponsoring Authorities for Eligible Infrastructure Sector Projects for the purpose of meeting the Project Development Costs required for achieving Technical Close of such projects, on individual or turnkey basis, but would not include expenses incurred by the Sponsoring Authority on its own staff.

The UIPDF will be available to finance :

a. Project Development Expenses for Projects in Public Private Partnership ( PPP) mode

b. Project Development Expenses in case of Projects other than PPP mode

Project Development Expenses

The Project Development Expenses for Projects shall include the expenses incurred by the Sponsoring Authority with respect of pre-feasibility studies (including commercial assessment studies, traffic studies, demand assessment, capacity to pay assessment, surveys or any other relevant studies) or preparation of Detailed Project Report (DPR), Technical, Financial & Legal Studies, development of project documentation (including Request for Qualification (RFQ), Request for Proposal (RFP) and concession agreement in case of PPP Projects) and cost incurred in procurement of Private Sector partner/ Contractor as per the budget approved by the Empowered Institution/ Infrastructure Development Commissioner.

Procedure for Submission & Approval of Application

Step 1 :

Sponsoring Authority will apply to the Uttarakhand Public Private Partnership Cell (UPPPC) in Department of Planning, GoUk through the Memorandum for Consideration (Annexure-A & B)

Step 2 :

All the UIPDF Applications received will be screened and appraised by UPPPC and will be forwarded to Infrastructure Development Commissioner (IDC) alongwith its recommendation

Step 3 :

UIPDF Applications upto Rs. 50,00,000/- will be sanctioned by IDC

Step 4 :

UIPDF Applications above Rs. 50,00,000/- will be forwarded by IDC alongwith its recommendation to the Empowered Institution

 

Disbursements from the UIPDF

Disbursements from the UIPDF will be made by the Planning Department based on amount sanctioned by EI/ Infrastructure Development Commissioner.

Websites of Uttarakhand Government Departments PDF Print E-mail

Government of Uttarakhand has developed Uttara Portal with the help of IIT Roorkee whereby all departments and directorates etc. have been given space for structured website. Alongwith various departments have NIC hosted websites also.

Update : Uttara website has now been handed over  to NIC and link is http://www.uttara.gov.in
