Government of India has created an enabling environment for catalyzing such private investment and operations into the infrastructure sectors. Supported by the Asian Development Bank (ADB), the initiative has targeted capacity building and institutionalization of PPPs across the country. Under this initiative, a number of training programs and workshops that focus on key issues have been conducted across various cities.

Bulletin 3P is one of the initiatives to disseminate PPP knowledge across various stakeholders in the country.

First Issue was launched in Mumbai PPP X-change workshop on 28th January 2010.
