Uttarakhand PPP Review Meeting - June 13, 2012

A Meeting was held under the Chairmanship of Chief Secretary to review progress of Public Private Partnership ( PPP) Project. Uttarakhand PPP Cell briefed the Chief Secretary and members that at present there are 98 PPP Projects in pipeline worth Rs 4,875 crores out of which contract for 20 Projects worth Rs 117 crores are signed in past 4 years. Further investment commitment of Rs 564 Cr is possible through closure of 36 projects by December 2012 which shall result in total investment of Rs 1,866 Cr.

Two experts from Asian Development Bank are managing Uttarakhand PPP Cell set up under Department of Planning for mainstreaming of PPP’s in the State.

During the year 2011-12, five new Projects have become operational. General public particularly BPL Patients have tremendously benefitted from the implementation of health sector projects like Nephro Dialysis Unit at Dehradun & Haldwani, Cardiac Care Centre at Coronation Hospital, Dehradun, 13 Mobile Health Vans, O&M of MRI Machine at Doon Hospital Dehradun.

Fortis Healthcare has recently started surgeries at Cardiac Care Centre at Coronation Hospital, Dehradun and the centre is fully operational. Cardiac OPD services is available free of cost to everyone for first half.

Door to door collection for Integrated Solid Waste Management Project was started by SPML (Private Partner) for selected wards in Dehradun. The Project would become fully operational on completion of construction period of 12 month.

In the year 2011-12, project Agreements for 5 new Projects were signed, out of which construction for 2 Projects (Bridge at river Kosi, Ramnagar, Nainital and Integrated Solid Waste Management Project at Nainital) is in progress.

Chief Secretary reviewed Department wise progress of Projects and directed them to expedite decision making process. Many Projects are pending with departments with no action been taken on them.

Secretary, Health informed about the progress of 2 Diagnostic Centers Project to be set up at Kotdwar and Pithoragarh. The specialized Diagnostic Centers would offer services in Radiology, Pathology and Non Invasive Cardiology. The Department is also proposing to Operate and Maintain 16 Community Health Centres in PPP Mode which shall be finalized within next one month.

Secretary, Transport informed that Agreement for 4 Bus Terminal Projects across Uttarakhand will be signed with the Private Partner on June 14 , 2012.

Secretary, Education informed that the Department is proposing to set up five residential schools providing free education to meritorious Government Students which shall be placed in the next Cabinet meeting for approval.

Chief Secretary directed Secretary PWD to prepare a master plan for road network in Uttarakhand and identify development of new road networks and upgradation of existing road network.

Chief Secretary directed all the departments to strengthen their project monitoring process and immediately address bottlenecks faced post bid completion.
