Uttarakhand being one of the newest states of our country, needs to develop its infrastructure faster in order to catch up with the other states and world as whole. Keeping this vision in mind Uttarakhand has become part of DEA, GoI and ADB promoted Technical Assistance porgram " Mainstreaming of PPP in states". Uttarakhand PPP Cell has been established under this program as a Technical Secretariat for all PPP related issues of Government of Uttarakhand.

Mr. N S Napalchyal has been appointed as Chief Secretary of Uttarakhand on December 2 2009. He has succeeded Mr. I K Pandey as 7th Chief Secretary of the state.
Mr. Napalchyal is 1976 batch IAS officer and was serving as Additional Chief Secretary & FRDC before taking over as Chief Secretary.

Uttarakhand's journey in PPP projects has been one of experiments and learning. Being a mountain state Uttarakhand is not ideally suited for the big projects like roads and ports etc. but Uttarakhand is slowly making progress in Tourism, Power and specially in Social Sector.

Government of Uttarakhand has planned a Nephrology centre in Deendayal Upadhyaya Hospital ( Coronation) in Dehradun. This shall be operated in BOT type of PPP.

Nephrology Centre in Dehradun Receives 3 bids (by webmaster, published Friday, 11 December 2009 12:12)
Decemeber 10, 2009 was the last date for submission of Bids for Nephrology Centre In Dehradun. 3 Bids were received and opened in presence of the representatives of the bidders. Bids shall be now evaluated for technical proposal and after the evaluation, financial bids of qualified bidders shall be opened at a later date.
Bidders shall be informed by Directorate of Medical Health and Family Welfare, a few days in advance regarding opening of financial bids.

Uttarakhand Organic Commodity Board (UOCB) is a Government society registered under society act 1860 in 2003, supported by Government of Uttarakhand presently located in Dehradun district of Uttarakhand and has the following principal factions:
a)Advise and assist the state government in the overall strengthening and implementation of the institutional setup engaged and dealing in the production, processing, marketing and the promotion of organic farming in the state.
b)The Board endeavors to promote Organic farming in the all fields of land use e.g. Agriculture, Horticulture, Animal Husbandry, Dairy, Sericulture, Apiculture, Floriculture, Herbs and Medicinal Plant, Tea, Fisheries, Forest and all related fields for the promotion and development of organic farming in the state and network and liaison with various department of the states.
UOCB has been working on a project to establish a few "Green Restaurants" in PPP mode in order to promote Agriculture Products from Uttarakhand. EOI has been released to seek private sector interest for the project in various newspaper on 13/12/2009

Garhwal Mandal Vikas Nigam (GMVN), a Government of Uttarakhand Enterprise invites expression of interest from interested firms for two of its factories as detailed below :
1. Rosen and Turpentine Factory : This factory is situated at Tilwara in Rudraprayag district. This factory was producing rosin & turpentine oil, procuring its full requirement of Resin (a forest produce) from the Forest Department and was running in profit till 2003-04.
2. Flushdoor Factory : This factory is situated at Kotdwar in Pauri district. This factory was engaged in the manufacturing of flush door, block board and plywood in its manufacturing unit at Kotdwar, Uttarakhand. The unit has all the required machinery for peeling, chopping, stacking, drying, hot
pressing, sanding, molding and other related processes for the manufacture of flush door, block board and plywood.

The Commissioner Disabilities Uttarakhand/ Deptt. of Social Welfare, Government of Uttarakhand invites interested Non-Governmental Organizations (NGOs) to Rehabilitate, Operate and Manage the Home in Public Private Partnership (PPP) mode.
Project
The Home would house, at any time, fifty (50) mentally retarded males/females.
The Home would provide quality accommodation, meals, medical and recreational facilities to the inmates.
The concession period is initially for two(2) years extendable to five (5) years based on performance appraisal.

Healthy life style for prevention of deseases
Treatment of desease by AYUSH ( Ayurveda, Yoga, Unani, Siddha & Homeopathy)
Preservation and protection of fast vanishing extinct Medicinal Plant
Protection of Environment
Employment generation
Revenue Genration
These AYUSH Grams shall be setup in each of the 13 districts of the state. It has been decided by the GoUk that these Ayush Grams will be established under PPP mode so as to realize the full potential and bring long term sustainability to the project.
Bhawali, in the Nainital district has been selected as the first Ayush Gram to be set up in PPP mode. Proposals are invited from the eligible bidders for the same. Project contours are as below :
A land measuring 10 acres has been identified by Government of Uttarakhand for this project at Bhawali, Nainital. This land would be transferred by the Government of Uttarakhand on long term or leave license basis for the concession period of twenty (20) years and the selected PPP Partner would be invited to build the AYUSH gram on Build-Operate-Transfer basis.
For the design of the AYUSH gram, following are the main activity zones for which the design and construction needs to be planned:
